COLMEIA is an educational and professionalizing institution for young people who come from low-income families and who cannot pursue higher education. COLMEIA gives them specific training for early job possibilities to give them hope and keep them out of crime by working with them on their sense of self-image and responsible citizenship.

TV INTERACAO – Community TV of the City of Sao Paulo is a consortium of organizations of the third sector that participates in the programming of the local Public Community TV, with a variety of different activities, most of them attending low income communities who would not be able to show any of their work on commercial TV, nor produce any programs because of the high cost. Many are also interest groups, such as unions, business associations, educational facilities, etc.
Universidade Estadual de Londrina (Londrina State University) located in the south of Brazil, is dedicated to teaching, research and outreach projects. UEL was created in 1970, and today has around 14,000 students at undergraduate and postgraduate levels.
UEL has developed a partnership with the Kettering Foundation for the development of outreach programs in the field of citizenship education in public schools through foreign language teaching and initial teacher education. In 1999 it published a translation of “Is there a public for public schools?”, by David Mathews and since then has supported the organization of forums on corruption and research projects that deal with the role of higher education institutions in building a democracy. The research group “Educação e Democracia” aims at spreading the idea of public deliberation to the media and civil society organizations in Londrina.
